Across the 12 states we serve, our dedicated Government Affairs (GA) team is on the ground building relationships, tracking high-impact policy and advocating for the needs of our members.

From state capitols to community conversations, this team brings deep government affairs expertise, local insight and a shared commitment to advancing the CareSource Mission.

Patrick Stephan
VP, Government Affairs
Patrick has been with CareSource for 7 years, having spent the previous 8 years in the Kasich Administration in Ohio. He’s passionate about the intersection of politics and health care—and his enormous Leonberger dog named Doug.

Peter Eckrich
AVP, Federal Affairs

Peter has 15 years of experience in government affairs and health care policy, primarily at the federal level. Prior to joining CareSource, Peter worked on Capitol Hill focusing on a range of issues, including Medicare, Medicaid, and the Individual Marketplace. He also served as Legislative Director for Health and Human Services at the National Governors Association, leading advocacy efforts to protect Medicaid. Peter also worked as an attorney at Alston & Bird's Public Policy practice representing clients from across the health care sector and most recently, as Senior Director for Government Affairs at Centene. Peter received his bachelor’s degree from the University of St. John's in Minnesota and his law degree from George Washington University in Washington DC.


Roxanne Richardson
AVP, State Government Affairs
Since joining CareSource in 2022, Roxanne Richardson has led multiple state markets and partnered with Business Development to drive growth in emerging markets. With over 20 years of expertise in Medicaid policy and state agency operations, she brings a deep understanding of complex government programs. Before CareSource, Roxanne served as Deputy Director of Managed Care at the Ohio Department of Medicaid. She lives in Delaware, Ohio, with her husband Chad, and enjoys running, reading suspense novels, and supporting her daughter in graduate school at Clemson and her son pursuing aviation at the University of Dubuque, Iowa.

Robert H. Glass
Senior Director, State Government Affairs - Indiana & Michigan

  • Joined CareSource: 2017
  • Previously: Oversaw government affairs at the Indiana Office of Medicaid Policy and Planning (2014-2017). Policy analyst for the national trade association representing Medicaid managed care plans, Medicaid Health Plans of America (MHPA)
  • Fun fact: Robert is referred to as “the policy committee” or “TPC” by colleagues in Indiana. Industry lobbyists would tell legislators they needed to consult the policy committee when asked questions they could not answer. Turns out, they were just calling Robert.

State Snapshot:

  • Indiana: Short session (non-budget year) concluded early; next begins January 2027 unless a special session is called earlier
  • Michigan: Year-round legislature; gubernatorial race this year to replace Governor Whitmer, who is term-limited.

Did You Know?
Indiana is known as the “Mother of Vice Presidents,” producing six, including Mike Pence.
The Michigan State Capitol in Lansing features unique 475-million-year-old fossils in its marble floors.

Melissa Duffy
Senior Director, Government Affairs - Wisconsin & New York

  • Joined CareSource: January 2025
  • Previously: Common Ground Healthcare Cooperative (from inception). Helped launch five not-for-profit healthcare organizations after serving as lead health policy advisor in the Senate
  • Fun fact: Avid gardener working toward a Master Gardener certification through the University of Wisconsin

State Snapshot:

  • Wisconsin:
    • Currently in session (January–March).
    • There will be an open gubernatorial race this fall with incumbent Tony Evers stepping down after 8 years. There are seven candidates in the Democratic primary against Congressman Tom Tiffany.
  • New York:
    • Currently in session (January–June). Sessions run in two-year cycles, so we’re now in the second half of the 2025-26 term.
    • New York will hold a gubernatorial election where incumbent Kathy Hochul is expected to run against Republican Bruce Blakeman, a Republican county official.

Did You Know?
Wisconsin’s Capitol dome is the largest by volume in the U.S. and the only granite dome in the nation. The dome is topped by a 3-ton gilded figure of a woman named “Wisconsin” wearing a badger on her head.

A stuffed bald eagle named Old Abe stands guard in Wisconsin’s Assembly Chamber, honoring a Civil War-era eagle that survived 37 battles and became a symbol of resilience and inspiration to Union troops.

Jonathan (Jon) Fausey
Director, State Government Affairs - Ohio

  • With CareSource: Nearly 3.5 years
  • Previously: Policy staff roles at the Ohio House of Representatives, including as a Policy Advisor to the Speaker of the House and the entire Majority Caucus for all Health and Human Services policy.
  • Fun fact: Undergraduate Degree is from Ohio State’s College of Food, Agriculture, and Environmental Sciences. Biggest hobby is gardening/landscaping.

State Snapshot:

  • Currently in session (two-year cycle ending this year)
  • The legislature will take an informal “summer break” from this June until early Fall, and then another short break leading up to the fall election.
  • Gubernatorial election this fall—former Department of Health Director, Dr. Amy Acton (D), is running against finance billionaire and former presidential candidate, Vivek Ramaswamy (R).

Did You Know?
Abraham Lincoln actually visited the Ohio Statehouse in 1859, and after his assassination, his body lay in repose there on April 29, 1865, with about 50,000 Ohioans coming through to pay their respects.

Harrison Collins
Director, Government Affairs - Massachusetts

  • Joined CareSource: January 2026
  • Previously: Home Care Alliance of Massachusetts; earlier roles at a D.C. lobby firm and the American Farm Bureau Federation
  • Fun fact: A big New York sports fan living in rival territory in Massachusetts

State Snapshot:

  • Currently in session (second half of the 2025–2026 session); Session is consistently extended beyond June due to a delay in passing a budget for the following year.
  • Gubernatorial election this fall. There is a 3-way race in the Republican primary for the nomination. The winner will run against current governor Maura Healey.

Did You Know?
Massachusetts’ State House dome—originally shingled—was later covered in copper by the company of Paul Revere and eventually gilded in real gold leaf in 1872.

Massachusetts has a lot of strange and historic history, including: a library book bound in human skin, a house made entirely of newspaper, and a lake with a 45-letter name. It is the birthplace of basketball, volleyball, Fig Newtons, and, notably, illegalizes putting tomatoes in clam chowder.

Nicole Waickman
Senior Director, Strategic Policy

Previously:
Transitioned from Commonwealth Care Alliance and held a similar role at Point32Health for several years. Prior to that, worked at the Massachusetts Exchange.
Fun Fact:
My family and I love travel—that includes more unique experiences, such as riding elephants in Thailand and taking a ski lift through a Panamanian rainforest.

Jessica Hamilton
Director, Federal Affairs

Joined CareSource: January 2026
Previously: Held roles at payer and provider organizations in Massachusetts, including Commonwealth Care Alliance, and also worked as a consultant at Avalere Health.
Fun fact: Once upon a time, she studied theology.

Travis Phillips
Director, Government Affairs - Mississippi, North Carolina & West Virginia

  • Joined CareSource: January 2021
  • Previously: Contract lobbyist across multiple industries, including healthcare
  • Fun fact: Lifelong Chicago Bears fan and University of Kentucky supporter; enjoys history and the outdoors

  • Mississippi: In session (Jan 6 – April 5)
  • North Carolina: Session begins April 21 and is scheduled to adjourn August 31
  • West Virginia: In session (Jan 7 – March 14)
  • No gubernatorial elections in these states this year

Did You Know?

  • Mississippi is the birthplace of the Teddy bear. The beloved toy was inspired by a hunting trip President Theodore Roosevelt took in Sharkey County, Mississippi, in 1902, during which he refused to shoot a black bear tied to a tree.
  • North Carolina is the only state to claim three U.S. Presidents: Andrew Jackson, James K. Polk and Andrew Johnson. You can see a monument dedicated to all three on the Capitol grounds.
  • At 292 feet, West Virginia’s Capitol is taller than the U.S. Capitol

Mari Nielsen
Director, State Government Affairs - Nevada

  • Joined CareSource: July 2025
  • Previously: Worked for a local government and public affairs shop for 7 years. Before that, served as Director of Communications for Nevada Governor Brian Sandoval for 4 years, and served three members of our Congressional delegation in Washington, D.C. in various capacities.
  • Fun fact: Serves on the board of the Great Basin National Park Foundation

State Snapshot:

  • Not currently in session; next session begins February 2027
  • Republican Governor Joe Lombardo is up for re-election this November. His likely primary challenger will be the sitting Attorney General, Aaron Ford.

Did You Know?
Nevada was the first state to achieve a majority-female legislature in 2019, and women have made up 60 percent or more of Nevada's Legislature since.

Cory Cox
Director, Government Affairs - Arkansas

  • Joined CareSource: Six years ago in August
  • Background: Licensed to practice law for 25 years and have served as a Special Associate Supreme Court Justice on over 10 cases. Served three statewide elected officials, two state agencies, and as a Special Associate Supreme Court Justice
  • Fun fact: Serves on the Arkansas Committee for Professional Conduct and Arkansas Tech University Board of Trustees

State Snapshot:

  • Fiscal session begins April 8, 2026.
  • Gubernatorial election in November with incumbent Republican Governor Sarah Sanders facing State Senator Fred Love.

Did You Know?
Arkansas produces half of the U.S. rice supply, and Arkansans consume more catfish than any other state. It is also home to Wal-Mart, Johnny Cash, Billy Bob Thornton, and the only diamond mine in the world where the public can search for diamonds and keep what they find.

Gus Youmans
Director, Government Affairs - Georgia

  • Joined CareSource: December 2023
  • Previously: Worked for Georgia Governor Brian Kemp on health care policy
  • Fun fact: Lives in Atlanta and is expecting a baby girl this August with his wife, Francesca.

State Snapshot:

  • Currently in session (set to adjourn April 2)
  • The Executive Branch of Georgia’s state government will look very different in 2027, with the Governor and nearly every other statewide elected official set to depart from office in 2026 (though some may return to elected office in another seat).
  • The May primary elections are currently hotly contested, with several candidates in both parties holding realistic chances of winning the gubernatorial election.

Did You Know?
While the city of Atlanta has grown significantly in recent decades, Georgia’s biggest industry remains agriculture.

Despite being known for its peaches, they represent the smallest industry of the “three P’s” of Georgia agriculture: peaches, pecans, and peanuts. In fact, Georgia produces half the nation’s peanut crop.
